This little number is from Allison Dahl of Project Runway season 3. This top/dress reminds me a lot of Mike & Chris' Bailey jacket. However this one is less edgy and more sweet for the tame gals.

Alison Dahl was the adorable blonde on Project Runway Season 3, who unfortunately was eliminated far too early. Though we didn't get to see many of her designs on the show, you can now find many looks for sale on the Internet. I love the Alice Pleated Dress - it's a sweet little mini dress to wear over leggings - or if you're daring, a la carte.
