For sensitive skin, non-irritating, hypoallergetic, Vanicream is a lotion that I have never had an issue with. The scent is a base, so if you wear purfume or other scents, they come through completely unhindered and unmasked. The lotion is amazing and strong and better than anything else that I have tried. It works wonders, even on the toughest skin.
It can be hard to find, and is usually a special order item, but doesn't cost very much at all.
