I'm not sure exactly how to characterize Suicide's sound. It's like droning punk, with drum machines, synthesizers but with the same in your face aggression of the punk movement. They were known for being very combative with their audience, as you can hear from the live tracks. And then there's "23 Minutes over Brussels," which is literally almost 23 minutes long. That kind of length is in direct opposition to the brief, catchy songs of the punk movements, and other bands that came from the same scene, like the New York Dolls.
