The Target Go International lines are really hit-or-miss. Sometimes designer's signature looks don't translate to lower-cost (read: lower-quality) items. Target's next Go International line is taking the idea of high-fashion for low-price in a different direction by designing a line in-house. Target designers are making a line of affordable clothing based on current trends, but not focusing on any one designer. Personally I think this will be more successful.
