This is a miniature replica of Marcel Duchamp's "Bicycle Wheel" sculpture in the permanent collection of the Philadelphia Museum of Art. Duchamp was famous for pioneering "Readymades", which were art pieces made by taking everyday objects and altering or combining them to make art. It is 9" high, perfect for a library, dining room, or desk. And yes, the wheel does spin.
