I've been drumming for a year but still fall squarely in the wannabe drummer camp. I can do a decent roll, but can't handle any beats beyond White Stripes-level difficulty. The gifts on this list don't require the recipient be hardcore and shouldn't be beyond what the beginner can use.

Drum Rocker - Rock Band Premium Drums

Description
These aren't cheep, but once you have rocked out with these drums you'll wonder how you ever put up with the original. The bass pedal can put up with a ton of abuse and the drums themselves are significantly quieter than the drums that come with Rock Band.
The drums also have enough bounce that you can actually do a drum roll on them.

HQ Percussion 2-Sided Speed and Workout Drum Pad

Description
This drum practice pad has a more accurate feel and is more durable than others I have tried. The gray side has good bounce, the black "speed" side doesn't. I use the gray, quiet side when practicing something I already know and the black side to get audio feedback on what I am doing.
The gray side is quiet enough that I have been able to practice while my family is watching TV in the same room without annoying them.

Description
This metronome is very loud and very flexible in configuring the beats -- both essential for drumming. It is loud enough that I can use this for practicing even without using headphones.
I also appreciate the bracket that is available that allows me to attach this to my hi-hat stand within easy reach.

Rock Band 2 (Xbox 360)

Description
This video game is a must have -- it is one of the few games that is as much fun to watch as it is to play. My family (I have 2 pre-teen boys) has spent entire days playing, taking turns singing and playing the drums. I have even thrown Rock Band parties where the whole point is to drink and play.
The only downside is that it requires quite a bit of room. There is a guitar, a microphone and a drum set to keep somewhere. It is space well spent though.

Description
I borrowed these from a friend of mine for a party and really didn't want to give them back. They made playing drums on Rock Band a lot more fun for a couple reasons: they are organized much closer to a real drum set and they are much quieter when you hit them (a real problem with the regular drums).
If you compare these to a regular electronic drum set, they pads are deader than a good webbing would be. It is still possible to do rolls on these however. A must for the Rock Band drumming fanatic, but too pricey if you are only an occasional player.

Description
I have my drums in a relatively small room -- practicing with regular sticks is often just too painful without ear protection. These sticks have the weight of regular sticks but are much quieter. I prefer using them to using mute pads.
Even though they won't work for rolls (they just don't have the right bounce), they are still the sticks I always grab first when practicing.
