This guide (currently on pre-order, for delivery in late April) is published anew each year. The rules, as the times, they are a-changing. As rookie pitcher Jeff Niemann is probably well aware, now that he is in the bullpen with the MLB's Tampa Bay Rays (who were, not so very long ago, known as the Tampa Bay DEVIL Rays.)
